You can not ban your moderator from CB, only from your room. You can also unban him/her by going to your chat settings. Click on the gear tab and the "view/edit bans and silences" link
You will see a list of all bans that you have in your room. Find their name in that list and then click on the "remove" link to remove the ban from your room
