Is there any good tool out there, to make a good Design for CB and Bonga (without HTML knowledge) and use that?

espescially im searching for something thats not working cloud only (subscription based stuff that I found) because when it's cancelled everything with links / pictures stored there will be lost...

It depends on how "fancy" you would like it to look and the layout etc,
You can do a "basic" one where it's just using a stock photo, add a couple of layers: one for some kind of "text background" for the text to then go on top of so it's much easier to read. Reducing the transparency of said "background" and maybe applying a blur.. Example being:

So as you see with that, you have the stock image then you have the white "text background window" with a blur, then text on top.
You can do this and different shapes and stuff, adding or not adding a blur, and transparency too.

A really good and free site to do all of this is:
https://pixlr.com/x/

Upload your image > look on the left side for "Add Element" (second from bottom) > then you can add a geometric shape such as a square and set the transparency and then blur it, or you can add other elements such as an "overlay", which can have a similar effect - just play with these and transparency.
Then add all of the text you want/need.

Repeat with the other images.

Having something as simple and basic as this then means all you need to use is a simple <img src="your URL here" alt="My Image"> and of course upload to somewhere, I would recommend imgur - just be sure to tick the box for "mature" regardless of whether it has nudity in it since it will be used on an adult site.
