Help with Placing Camera Window Cover for like Breaktime over Camera Window

I would like to know how to move a image (quite large to cover camera Window, 1166 px x 672 px. I make these covers but do not know how to move them from email to folder and to camera window, I've heard you have to use OBS, thanks
