More precisely, not allowing speculation using borrowed money. Some banks in the UK are doing the same. It's always been the case on this side of the pond that if you ask for an unsecured loan and say the reason you want it is to buy shares / funds, the bank will refuse, seems now they are extending this to credit cards as well.
