Permits required for Cam models in LA and Huston?

I'm just a member and not a model so I'm not really up on all the legal stuff. But I saw this article and thought I'd pass it along.

I don't know the accuracy of the information, but the gist is that there are laws in at least LA and Huston that require permits for any kind of "Adult Services". The key paragraph for this forum I think would be :

The scary part is, this bill covers anyone in LA County – not just the big boys. This means porn stars and webcam performers as well. If you produce adult content, you are required by law to permit up if you want to produce adult content of any kind including live webcam shows, private skype shows, even solo videos for your websites. Adult content of ANY kind – means “any kind” and it applies equally to any person who produces it.

Anyway, I'm sure that for the typical cam model this would be almost completely unenforceable but I wanted to share this just an case there was a concern here.

i thought i read somewhere that this doesn't apply to solo models? only when there's intercourse involved and they have to use condoms now. so you'd only have to do this if you're a couple who cams/makes content. can anyone clarify?

From what I understand, Measure B DOES cover solo cam models. Anyone who is recording adult work including live recordings are required to pay the permit fees.You also must undergo sexual health training.

"Anyone filming adult content in Los Angeles is now required to pay a $1671 health permit fee, undergo sexual health training, and mandate that performers wear condoms. Anyone who fails to comply with those strictures faces $1000 fine, and up to six months in jail."

This is one of the stupidest things I've heard LA County do. They basically just kicked a multi-BILLION dollar taxpaying, economically stimulating industry out of their county. Good job, guys. Real smart.
 
mandate that performers wear condoms

This part is the most wtf-worthy to me. Do camgirls have to put condoms on their (body-safe, sterilizable) dildos now? Or should it be female condoms instead? Seriously, a hunk of silicone isn't going to give its sole user an STI.

some may, some may not.

How many models do you think MFC and SM are going to lose because of this?
some may. Don't know everyone's financial situation to even estimate a number.
 
Are the new permits like the 2012 permits? As in they're public record, and they contain address.

I wonder how they're going to enforce this. Most models keep their location a secret.
 
I predict very few models will get the permits. Considering that many/most models run lotteries (e.g. charlesbot, plus other lotteries like date raffles) which are illegal in all state I doubt they'd go after models for not using condoms on their dildos. I just read the California penal code ($320) and it even covers a cashless wagering system (i.e. tokens) and there is a $5,000 fine and one year in jail for illegal lotteries.

All of this legislation depends on filming permits being filed to produce the content. Do you file for a filming permit to cam? I doubt it. Every production company does their best to avoid filing for film permits--there are multiple ways around it in LA County, including filming on private property. Sure, FilmLA, which is the entity that handles film permits for LA County, would like to make everyone pay for a film permit to video their backyard barbeques--but it can't be enforced. ;)

But people are selling their backyard BBQs home movies for profit. All it could take is one person to out and expose you. I know I had family members looking through the law to get me in trouble when I was outed. I personally would not chance it or move the fuck out of L.A.
