    You will need to find out why your original account was banned and get that resolved. As Scripta mentioned, CB bans people not accounts. Note that creating new accounts to try to get around a ban is against the TOS so you probably want to stop doing that.

    No one. It is up to the broadcaster to manager their room. If the user is annoying most sites will allow you to ignore other users. On Chaturbate go to the Users tab, right click on the user's name, and select "Ignore user".
