    I've checked around a few places, and from what I can see, camming itself isn't illegal; from what I can see, no genetalia should be shown, but topless should be ok? I'd stick with non-nude erotica to be safe.

    99% of the time, its just blowing smoke to get attention or to justify stinginess. In my experience, anyway. Usually the same type who have to "see feet first, then I tip" or any variation thereof.
