Account verification process

my account creation is getting rejected , even only, and I have aadharcard issued by indian governement and i tried to check with uploading the document also , still the same result ,
document is modified, I click the photo and send it to whatsapp and my friend download and upload it on website, will that be considered as modified,

Please help how I can clear the verification and avoid rejection and modified document.
