    I thought it was a new achievement badge, like you give it to the person who rocks, I think any positive message I would read the same though, but if it was you suck, I would read it like your intent was with you rock, so maybe it's just the person reading it?

    Personally, when I see this little bell icon I never click on it anymore because it has been used too much in advertisements and such, so by default I never click on it, and rarely I even notice it xD but yes I see it and will give it a look over
