Believe it does state no animals while playing kind thing, if your sitting there clothed it could be ok, but many get away with there animal roaming the room or seen on cam. If your playing with them seen or near, you risk a ban.
Kind of all comes down to if someone reports you or not, like most bans.

Okay, so what you claimed is not exactly the problem. I'm not sure if you're purposefully misconstruing the issue or not. Your previous ban has NOTHING to do with just simply an animal "appearing on cam" as you stated.

I believe your only hope is to resolve the outstanding issue on the original account. Any new accounts will be banned on the platform. Good luck.
