You cam quality broadcasting from a tablet is gonna suck balls, add to that doing it over a cellular hot spot its going to be even worse. Now if you are traveling, that can be understood but at home not so much.
But that's not what you asked - the Dell is the way to go.
I do have a couple questions: You can't get high speed where you are? You don't want a desktop PC?

I am most definitely not a computer wiz by any means but I have been under the impression dell sucks balls and ASUS kicks ass... I don't know anything about tablets though.

Get a real laptop for camming, or hell, a desktop unless you like doing shower/kitchen/living-room shows. Your money will then at least go into useful specs instead of "pretty" features.
I'd recommend watching Woot.com, they usually have pretty good laptops/desktops for good prices. Here's one for 600$ they had last week;
