https://github.com/sorayuki/obs-multi-rtmp/releases/download/0.2.8/obs-multi-rtmp-setup.exe is the recommended method, have your obs closed when you run it and then open OBS and it should show up on the left side, this will allow you to add a 2nd rtmp address to broadcast to another site.
