I reported someone the other day for a TOS violation and while it took days to get an email back (and received an apology for the delay) the account was banned hours after I reported it.

The messages he is sending I dont think are against tos, so while you dont like them (and I agree they very much in the TMI space), and are messages that would have me ban him my room, a memeber not liking another members messages is not a valid reason for the site to ban someone.

Although it wouldn't help with tip notes, it can stop the flood of non-tip messages if you add those words to your banned phrases
