The top and bottom is Qing Dynasty Emperor Hong Taiji and is a commemorative coin (1627 - 1643) and I believe part of the lettering may be his full name.

Also for the names, Tiancong would translate to something like angelically smart (lit. heaven/sky - clever) and Yongzheng is like agreeably correct.
