How do I use a prepaid gift card?

Using a VISA from prepaidgiftbalance dot com. Is the address or zipcode tied to IP address? Do I have to register the giftcard by name? CCBill rejected my card twice.

You have to go to the card's website and register the card. Use any name and address you'd like. I usually go with John Smith when I do that for Amazon.
