You can block people from certain countries. Go to 'My Profile' click on 'Settings & Privacy' and from there you can select the countries(s) then 'Update Setting' at the bottom to save.

They will see a message about not being available in the region (or something like that). Which then means VPN time!

EDIT: Unless you are taking about blocking rooms as a user (not model), then I do not think so.
