Do some ISPs throttle streaming on cam sites?

I haven't noticed mine throttling my speeds, but they like to do system maintenance during what is typically my best time slot - 1am-5am. It can be down anywhere from a couple minutes to a few hours. It's never at the same time or even on the same day of the week, so I can't plan for it. Sometimes they do it a couple days in a row.

I think its still illegal for ISP's to throttle certain sites. They can throttle you if you have used too much date but that would affect you everywhere not on specific sites.
