This is sort-of-true, but confused.
The blue of the sky is indeed due to - largely - water and other components of the atmosphere bouncing the blue light more than the other bits of the light - so the sky looks blue.

if you have ever seen a prism you can realize that the light comes into the prism and comes out all colors.. the blue is at a certain angle from the incoming light. the sunlight hits the atmosphere at that angle and THAT is why the sky is blue.
