Female genital mutilation is a different thing entirely and rightly has been criminalised in western countries. Its a practice that is cultural, not religious, and which needs to be rejected by all societies. The biggest issue with it is the stigma attached to a woman who has not undergone the process means that she will never be able to marry within her own culture - marriages being arranged and pre-inspection being normal.

It's difficult to say for sure without pictures, but it sounds to me like you are probably worried about nothing. As far as most guys are concerned, puffy pussies are sexy. If the following is a milder version of what you're describing, you really have no reason for concern.

Regarding labiaplasty (elective surgery, not forced genital mutilation), it's not always a purely cosmetic thing. It can be a comfort issue, as well. I have extremely long inner labia that go well beyond the lips of my vagina, and it can definitely lead to dryness/chafing and even yeast issues (possibly due to the dryness and chafing) and cause a great deal of discomfort. I had problems with this even when I was a little kid, until I learned to tuck them in. I could definitely understand someone having surgery on their inner labia because of it - I've thought about it before.
