It's really not against the law for anyone - possession may be a crime depending on your location and the amount, smoking (anything) is not. If you are talking about the USA this is not true. Washington and Colorado passed laws but federal law still makes it against the law. Federal law trumps state law if it is more stringent.

Lots of people don't live in the U.S. I'm legally allowed to have "personal use" quantities of most drugs. The quantities are small enough that it wouldn't be worth selling, but more than one could use in two days or so.

Of course, the irony is that now that I don't do drugs, I live in a country where I legally can. Sigh. Pass me a glass of wine, please.

Edited to add: Even though I can legally smoke a joint and can buy a toy in an adult sex shop, I cannot legally bring a dildo across the border from another country. I can make pornography here, but I cannot import any pornography or material of an obscene or pornographic nature -- sex toys included. Go figure.
